The scan line is a horizontal line along which pixels in a ~raster display~ are turned on. The whole scan line is scanned first, beginning with the topmost line, and then the next lower one is scanned. After the bottom line is scanned, the display begins to scan the top line again. This repetition of scanning lines is called the 'refresh'. The quicker the refresh time, the less flicker there will be in a display.
